Caroline has driven some of Canada’s most consequential climate policies, serving under Ministers Steven Guilbeault, Terry Duguid, and now as Chief of Staff to Minister Julie Dabrusin. She led the political work behind the Clean Electricity Regulations, projected to avoid 181 Mt of emissions by 2050, while navigating a complexity of views from provinces, territories, and industry. Caroline also spearheaded the defense of Canada’s carbon pricing, helping to safeguard a policy that drives up to a third of the country’s emissions reductions to 2030. Beyond energy and pricing, she advanced sustainable finance frameworks, helping secure commitments for a 1.5°C-aligned investment taxonomy and mandatory climate-related financial disclosures for large private companies. Caroline’s work blends rigorous policy expertise with strategic leadership that shapes Canada’s path to net zero.
