Angela is not just analyzing our oil dependency, she’s rewiring the grid of climate policy. An award-winning author and Canada Research Chair, she is tackling one of the very toughest challenges of our time: how governments reliant on oil extraction for a chunk of their GDP can transition to low-carbon energy systems in a way that is socially equitable. In just 14 months, she’s built a 12-person research team filling critical gaps on “just transition” planning, oil sector subsidies, and offshore withdrawal signals. She’s testified before Canada’s Senate, advised Newfoundland and Labrador’s Net-Zero Council, and convened Indigenous and civil society leaders at COP28. Carter’s work is more than academic: it’s building knowledge to power change across local, national, and global arenas to ensure the energy transition is equitable, not extractive.
