Associate Professor, University of Victoria

Clean energy planning often separates infrastructure decisions from regional futures. Tamara identified and named an emerging paradigm—regional energy-economy planning—that links decarbonization with regional development, industrial strategy and community benefit. Through a multi-country analysis of seven frameworks, her research offers a practical, place-based approach. With research partners, she put these ideas into practice through dialogues with 208 participants exploring what communities want from their energy systems across northern British Columbia. Their priorities anchor Power for People, a collaborative $2 million research program developing tools, training and policy guidance to help northern and Indigenous-led communities shape clean energy on their own terms.
