A career academic and practitioner, David helped Nova Scotia create the COMFIT program, and then leveraged it, as he led Cape Breton University to become first carbon neutral university in North America (and possibly the world) by commissioning a 5.4MW wind farm, saving 15,000 tonnes CO2 / year. He chaired the Alberta expert panel that led to the establishment of the Alberta Energy Efficiency Agency with a budget of $645m over 4 years – and anticipated savings of 680,000 tonnes of CO2 from the three initial programs launched in early 2017 alone. And he chaired the panel process that led to the continuation of a moratorium on fracking in Nova Scotia.
