Zoe Grams

Local politics rarely makes national headlines, but Zoe has quietly turned it into one of the country’s most effective climate levers. She has built Climate Caucus into a national network of more than 1,000 local elected leaders and 1,500 allies, giving them the backing to enact climate policy even when the pushback gets personal. Over the past two years, her team has run more than 100 events, published a dozen practical handbooks, and fielded over 100 federal submissions, recommendations and meetings. They’ve also answered individual queries from 50-plus members navigating everything from grant applications to council debates. Along the way, Zoe has joined forces with more than 30 partner organizations behind shared initiatives. Proof that local government can make national noise.
